Nobody else.

Always try to ask the person who wants to sell you tax relief services about their credentials or professional certifications. In the United States, generally only a CPA, Enrolled Agent (EA), or Attorney can represent a taxpayer before the IRS.
There are companies with a national presence whose focus was really on marketing and the use of aggressive sales tactics. These salespeople earn high commissions for managing to sell you a service and charge you astronomical amounts. However, many of these companies only care about selling the service and not so much solving your problem.
It is important to deal with someone who is held to a high standard of professionalism. For example, CPAs are required to maintain high standards of ethics or risk being penalized, including losing their professional licenses.

Beware of companies that require their full fees up front (before they start working on your case). Typically, these are large national settlement companies that are heard on the radio or TV, that charge extremely high prices and have no interest in settling your case.
